Job Description:
The Director, SAS Subcontracts is a senior functional
role responsible for the cost, schedule and technical performance of subcontractors
across SAS, including building relationships with internal and external
customers, business development, and program management. This director will
be responsible leading, coaching and developing staff to improve performance
and achieve professional goals as well as setting the strategy and key goals
of this function. The organization will interface vertically and horizontally
within the various subcontractor companies and within Raytheon as well as
regularly interfacing with program and project engineering, material program
managers and other IPT leads and suppliers on technical issues and relevant
technologies.
Responsibilities include but are not limited to:
- Analyze and understand financial impacts of supplier decisions on programs
and SAS financials
- Advise on complex terms and conditions as well as contractual rights
and obligations
- Ensure all subcontracts personnel are trained and skilled at Supplier
Statement of Work (SSOW) coordination and reviews to assure program objectives
are met and subcontract performance requirements and exit criteria are clearly
defined
- Perform risk analysis, identify risks, opportunities, potential impacts
and mitigation plans and ensure these are well understood by the program
or capture teams
- Develop and execute business strategies, goals and subcontracting and/or
teaming alternatives
- Form and maintain strong business relationships with program management
principals and first tier subcontractors
- Develop robust subcontracts based on the extraction of prime contract
requirements, derived requirements, and FAR/DFAR regulations, particularly
during development and in non-CONUS locations. Monitor the overall performance
and compliance of the subcontractors to support the achievement of these
requirements and the program goals
- Manage the programmatic and technical interfaces between the subcontractor
and the program areas in collaboration with the material program management
teams
- Develop solutions to problems of unusual complexity that require a high
degree of ingenuity, creativity, collaboration, and innovation
Required Skills:
- 14+ years of experience in subcontract management, procurement or related
field
- 5+ years of supervisory/leadership role
- Experience with SSOW requirements and subcontractor work products (e.g.
cost and schedule actuals) teaming agreements, master subcontract agreements
and international offset agreements
- Experience with US Gov't Acquisition Regulations including International
Subcontracting Requirements, ITAR, DFAR, FAR
- Experience with Earned Value Management, Integrated Master Planning/Integrated
Master Scheduling, and Risk Management
- Experience with Microsoft Excel & PowerPoint
- Existing DoD Secret Clearance
Desired Skills:
- Subcontracting experience within Engineering or related Technical field
- Experience with MS Project or other PM software
Required Education:
- Bachelor's degree (BS/BA) in Supply Chain, Engineering, Business or
related field
Desired Education:
- MBA or related degree preferred; Professional certification is a plus
